The construction of this building began in 1959 and was completed in 1960. 707 North Calvert Street was owned by Jefferson Steel & Supply Company and leased to the Internal Revenue Service before it was purchased by Herbert M. Katzenberg in 1971; since 1992 it has been owned by the State Highway Administration (purchased in 1992). In the foreground is an abstract, copper sculpture/fountain by Thomas Kennedy (?) that is no longer extant.
